In 1990 a research project was funded by the Commission of the European Communities, within the frame of the funding programme EPOCH with the aim of evaluating the possibility of such integration. The project, which title was "A Comprehensive Forecasting System for Flood Risk Mitigation and Control" (AFORISM) (Todini, 1995c) aimed at verifying different approaches in rainfall modelling as well as in rainfall-runoff modelling and their integration in a decision support system both for planning and for real time flood forecasting and management. In order to do so a feasibility study, based upon the Reno river, aiming at integrating all the innovative technologies in an operational decision support tool for flood forecasting and flood impact analysis was carried out by the following research groups.
