Every ship which is navigating within a compulsory pilotage district, and every ship carrying passengers navigating within a pilotage district (whether compulsory or not), for the purpose of entering, leaving or making use of a port within that district must, unless she is an excepted ship, be under the pilotage of a licensed pilot of the district or of a bona fide master or mate of that ship holding a pilotage certificate for the district.

District: One of the territorial areas into which an entire state or county, minicipality, or other political subdivision is divided, for judicial, political, electoral or administrative purposes.
