"construction of a nuclear facility" includes: (a) the installation of a concrete or structural foundation intended to become part of a nuclear facility; (b) the collection or assembling parts, equipment, or components intended for the construction of a nuclear facility on or in the vicinity of land on which anyone proposes to construct a nuclear facility; (c) the construction of any building or facility solely or principally intended to be used in connection with the construction or operation of a nuclear facility; (d) a substantial physical alteration to a nuclear facility.
