The Council on Ocean Law was founded in 1980 to support the establishment and further development of law for the world's oceans. COL is a private, non-profit organization that believes that the rule of law is essential to avoid conflicts among users of the oceans and to preserve the ocean's abundance. COL's primary programs actively promote these objectives in international forums, with officials of national governments, and amount public constituencies.
