The Council of Universities [in] Quebec was established in December 1968 to advise the Quebec minister of education on the needs of higher education and university research and make recommendations to meet such needs. The minister consults the council on higher education development plans, annual university budgets, and division of funds among the institutions of higher education.

Ce conseil a pour fonction principale de donner avis au Ministre sur les besoins de l'enseignement supérieur et de la recherche universitaire et sur les mesures à prendre pour combler ces besoins. [...] Ce Conseil est composé de 17 membres nommés par le lieutenant-gouverneur en conseil après consultation des organismes intéressés. Il comprend en fait 9 personnes du milieu universitaire, 4 personnes représentant le monde des affaires, le président de la commission de la recherche universitaire, un comité des programmes et un comité du financement.
