On croit généralement que le marché criminel est dominé par un petit nombre de groupes bien organisés qui se servent de leur pouvoir considérable et de leur fortune immense provenant de leurs rackets pour envahir et corrompre les marchés licites. Un argument contraire soutient qu'en Occident, sinon partout ailleurs, les marchés criminels sont normalement très compétitifs et que c'est exagéré de dire que l'économie licite fait l'objet de prises de contrôle massives par le « crime organisé ».
