Après un congrès d'associations de producteurs laitiers tenu en 1889 à Ottawa, le ministère a élargi ses activités à l'industrie laitière. Des bulletins d'information, des congrès et des exposés expliquaient aux exploitants les méthodes de fabrication du beurre et du fromage et d'alimentation du bétail pour la production laitière. L'uniformisation des méthodes de traitement des produits laitiers améliorait leur qualité autant que leur potentiel à l'exportation. Des stations laitières expérimentales et des systèmes d'exploitation coopérative ont été établis dans chaque province après 1891. Une école laitière a également été créée à Saint-Hyacinthe (Québec), en 1892.
