Suppose ... that a telephone directory were stored in a computer database and that we had a program which could look up a particular person's number in the directory. The representation of the directory would be an example of a declarative representation, i.e. one in which there is a set of independent facts. The program itself, however, contains knowledge about how a directory is searched.
