Le projet de construction d’un port de mer à Gros-Cacouna est né d’une volonté politique du gouvernement canadien, appuyé par le gouvernement du Québec et de nombreux citoyens, au début des années 1960, pour valoriser la position concurrentielle de la région eu égard à un port de mer en eau profonde, ouvert 12 mois par année, de manière à permettre le transport de marchandises sur de gros porteurs.
