Pupil not falling under any other category who by reason of impaired physical condition needs a change of environment, or cannot, without risk to his health or educational development, be educated under the normal regime of ordinary schools. There is no clear dividing line between delicate and physically handicapped children, but in the main the former are children whose impaired physical condition is not permanent.
