Le mot «opérations» est bel et bien au pluriel dans ce contexte. De plus, cette allocation est versée non pas au militaire mais bien à son unité. Renseignements confirmés par le Directeur - Services d'alimentation.

Dans le cas présent, il s'agit bel et bien d'une allocation au sens d'une chose allouée pour un emploi déterminé (généralement une somme d'argent) et non d'une indemnité. Les dictionnaires établissent une distinction entre ces deux termes qui, de plus, sont habituellement suivis des prépositions «de» ou «d'» quand une allocation ou une indemnité donnée est énoncée.
