In case of a bilateral agreement or a treaty with a small number of participants, the ratifications will be exchanged, and the exchange will be recorded in an appropriate manner. In case of multilateral treaties, one of the governments involved is usually designated as depository, and all written instruments of acceptance must be communicated to it. The depository notifies all other states of the receipt of these ratifications. Selon la procédure générale commune à tous les traités, les lettres de ratification sont échangées entre les États contractants: chacun d'eux doit procéder à autant d'envois qu'il y a de parties. La multiplication des traités multilatéraux groupant un nombre élevé de parties a conduit la pratique à simplifier cette procédure. À l'échange des lettres de ratification est alors substituée l'opération du dépôt des instruments de ratification. À cet effet, les États signataires désignent d'un commun accord un dépositaire du traité et lui confient la tâche de centraliser toute la procédure. Chaque signataire n'a plus besoin de faire qu'un seul envoi. Il adresse au dépositaire l'instrument de ratification que celui-ci notifie ensuite à tous les autres États intéressés, après avoir établi le procès-verbal de réception.
