This broad term refers to any professionals who respond during or in the aftermath of a disaster: first responders (e.g. firefighters, police, emergency medical service and military), medical responders (medical doctors, nurses, paramedics, mental health and social workers), volunteers (who use their professional skills), public safety workers as well as those professionals who deal with environmental, structural and cleaning issues after a disaster.
