The James Bay and Northern Quebec Agreement (JBNQA) laid out provisions for the creation of school boards in Indigenous communities in northern Quebec. This included the creation of the Kativik Ilisarniliriniq (Kativik School Board) in Nunavik in 1975. In 1978, the Cree School Board was established under the Quebec Education Act. These changes were later enshrined in the Education Act for Cree, Inuit and Naskapi Native Persons.

La Convention de la Baie James et du Nord québécois (CBJNQ) prévoit des dispositions pour la création de commissions scolaires dans des communautés autochtones du nord du Québec. C'est ainsi qu'est créée Kativik Ilisarniliriniq (la commission scolaire Kativik) au Nunavik en 1975. En 1978, la Loi sur l'instruction publique établit la commission scolaire crie. Plus tard, ces changements sont consacrés par la Loi sur l'instruction publique pour les autochtones cris, inuit et naskapis.
