Les bassins d'emploi sont le résultat d'un constat sur l'organisation et l'interdépendance des activités économiques d'un territoire. Ils recouvrent un nombre important de communes, parfois un département, mais ne se superposent pas forcément avec les structures politiques existantes. Le comité de bassin d'emploi, lorsqu'il existe, regroupe des partenaires politiques, socio-économiques et associatifs. Il fonctionne comme lieu d'échanges, de concertation, et aussi de promotion économique du territoire à l'extérieur.
