The ESCAP program was put in place in 2006 as a transitional program to increase the amount of interest free benefit to $0.1 million while amendments were being made to [the] Agricultural Marketing Programs Act (AMPA). The objective of ESCAP is to allow producers to make decisions based on sound production or marketing rationale rather than on the availability of operating cash.
