In early 1998, a number of Information Management Forum members expressed concerns about the appropriateness of the "Guide to the Preservation of Essential Records". The guide, which had not been revised since 1987, focussed on wartime rather than peacetime emergencies and did not cover topics such as electronic records. Within that context and in cooperation with the Treasury Board Secretariat led Business Resumption Planning Working Group, it was concluded that it would be appropriate to establish a Working Group to address this important issue ... The first meeting of the Essential Records Working Group was held on June 30, 1998.

Au début de l'année 1998, certains membres du Forum sur la gestion de l'information se sont dits préoccupés par la désuétude du Guide sur la conservation des documents essentiels. Le guide, dont la dernière révision remontait à 1987, mettait l'accent sur les catastrophes en période de guerre plutôt qu'en période de paix et ne traitait pas des questions telles que la gestion des documents électroniques. C'est dans ce contexte et en collaboration avec le Groupe de travail du Secrétariat du Conseil du Trésor chargé de la planification de la reprise des opérations, que la décision d'établir un groupe de travail a été prise afin de régler cette importante question [...] La première réunion du Groupe de travail sur les documents essentiels s'est tenue le 30 juin 1998.
