The Prime Minister announced ... an aggressive action plan to deal with the serious problem of tobacco smuggling. The federal and certain provincial governments have undertaken a number of measures, including increased enforcement, health promotion, the lowering of the excise tax on tobacco products, a surtax on tobacco manufacturers and the reimposition of an export tax on tobacco products. These measures will curtail the current smuggling problem.

Le Premier ministre a annoncé [...] un plan d'action énergique pour s'attaquer au problème sérieux de la contrebande du tabac. Le gouvernement fédéral et certaines provinces ont pris plusieurs mesures, notamment un renforcement des mécanismes d'application de la loi, des activités de promotion de la santé, la réduction de la taxe d'accise sur les produits du tabac, une surtaxe appliquée aux fabricants de tabac et le rétablissement d'une taxe à l'exportation des produits du tabac. Ces mesures permettront de lutter contre le problème de la contrebande, mais elles entraîneront un certain coût en 1994-95 et en 1995-96.
