Le PFSNA, exécuté par l'intermédiaire du Bureau d'orientation relatif aux titres de compétences étrangers (BORTCE) de Citoyenneté et Immigration Canada (CIC), permet aux nouveaux arrivants d'acquérir une expérience de travail canadienne de grande valeur au sein du gouvernement fédéral et ainsi de faciliter leur intégration au marché du travail canadien. Grâce à ce programme, les ministères peuvent avoir accès à un bassin de candidats hautement qualifiés pour répondre à leurs besoins en matière de dotation. Tous les candidats sont titulaires d'un diplôme universitaire ou d'un diplôme d'un collège communautaire du Canada ou de l'étranger.
