Dans la présente loi, on entend par «ressortissant étranger» une personne qui n'est ni citoyen canadien, ni résident permanent au sens de la Loi sur l'immigration et la protection des réfugiés (Lois du Canada, 2001, chapitre 27) et des règlements adoptés sous son autorité et qui s'établit temporairement au Québec à un titre autre que celui de représentant d'un gouvernement étranger ou de fonctionnaire international.
