The "free-rider" problem emerges when an individual bank decides it can exempt itself from the scheme without jeopardizing it, while expecting to be fully repaid because the debtor has received sufficient debt relief to enable it to handle its debt.

La création d'une facilité internationale de gestion de la dette présente plusieurs difficultés. Se pose notamment le problème de l'abstentionnisme («free riders») lorsqu'une banque juge qu'elle peut s'abstenir de participer au dispositif proposé sans en compromettre le fonctionnement, tout en s'attendant d'être remboursée intégralement étant donné que le pays débiteur aura reçu un allégement de dette suffisant.
