The federal government, a member of the Task Force, agreed to modify the rules regarding taxation of oil sands production. The 1996 Federal budget provided generic tax treatment for all oil sands projects. The tax treatment previously applied only to oil sands mining projects was extended to include in situ projects. In addition, tax incentives previously available only for new projects and major expansions were extended to include other investments, such as environmental and efficiency improvement projects.

Le gouvernement fédéral, qui était représenté au Groupe de travail, a accepté de modifier ses règles d'imposition de la production de sables bitumineux. Le budget fédéral de 1996 prévoyait un traitement fiscal générique pour tous les projets de sables bitumineux. À l'origine, ce traitement fiscal s'appliquait uniquement aux projets d'extraction à ciel ouvert mais il a été élargi pour englober tous les projets de récupération in situ. De plus, des incitatifs fiscaux dont ne pouvaient auparavant bénéficier que les nouveaux projets et les projets d'expansion majeure s'appliquent maintenant à d'autres investissements, comme ceux qui visent la protection de l'environnement et l'amélioration de l'efficacité.
