On July 3, 1993, President Aristide and General Cedras reached an agreement on the Haitian crisis. Under the Governors Island Agreement, President Aristide was to return to Haiti by October 30, 1993, and the leadership for the Haitian police and military were to retire. The Agreement also called for the assistance of the United Nations to assist in modernizing the armed forces and establishing a new police force in Haiti.

En vertu de l'Accord de l'Île des Gouverneurs, le président Aristide devait rentrer en Haïti au plus tard le 30 octobre 1993, et les dirigeants de la police et de la force militaire d'Haïti devaient se retirer.
