The Great Lakes Commission was created by the Great Lakes states as a vehicle for the coordinated management of the waters and related natural resources of the Great Lakes basin. The Commission was established in 1955 by the Great Lakes Basin Compact, is founded in state and U.S. federal law, and includes the Canadian provinces of Ontario and Québec as associate members. The Commission has a mandate to assist its members in the development and coordination of regional policy, and to advocate for legislation and policies to address Great Lakes issues. Policy positions are established by consensus among the delegations, in consultation with the associate members.
