The Grain Transportation Agency is required to develop the annual grain tonnage forecast, which is then provided to the National Transportation Agency for the purpose of calculating the annual rate scale ... The Western Grain Transportation Act requires the Grain Transportation Agency to develop performance objectives for grain transportation, shipping and handling that can and should be met by system participants. The Agency is also required to monitor the performance of the railways and any other system participants that the Agency deems appropriate, to determine whether they are meeting the performance objectives set for them.
