As enunciated in the National Transportation Act, prevailing transport policy declares that: "each mode of transport, so far as practical, receive compensation for the resources, facilities and services that it is required to provide as an imposed public duty." (Corporate Plan 1985-1989, Executive Summary p.3).

Les régimes d'exploitation des chemins de fer [...] se caractérisent par leur degré de dépendance vis-à-vis de l'État. Toute la gamme existe pratiquement, du chemin de fer entièrement privé auquel n'est pas imposé l'obligation de service public au chemin de fer d'État entièrement géré comme un service administratif.
