Cette proposition permettra d'amorcer un processus d'ajustement de l'amortissement fiscal, en vue d'accorder à l'industrie des mesures incitatives plus convaincantes pour qu'elle investisse dans le matériel efficient sur le plan énergétiques; grâce à elle, il sera aussi possible de contribuer à la conception d'un système d'échange de certificats d'émissions de gaz à effet de serre, système offrant de tels éléments incitatifs à long terme. Elle permettra également de faire un premier pas en vue d'ajuster la taxe sur l'énergie afin de mieux refléter le contenu en carbone des divers combustibles.
