In April, as Canada's contribution to fulfilling the goals of the 2001 Summit of the Americas, Prime Minister Jean Chrétien announced the creation of the Institute for Connectivity in the Americas. The ICA is Canada's contribution to the common goals supported by hemispheric leaders at the 2001 Summit of the Americas. It builds on the success and experience of the Connecting Canadians Strategy and Canada's international development and information and communications technology (ICT) programs. Considering the International Development Research Centre's (IDRC) program experiences in addressing ICT access and human development issues, it was decided that the ICS would be located at IDRC.

En avril dernier, le Premier ministre Jean Chrétien annonçait la création de l'Institut pour la connectivité dans les Amériques à titre de contribution du Canada à l'atteinte des objectifs du Sommet des Amériques 2001. L'Institut constitue la contribution du Canada aux buts communs prônés par les dirigeants hémisphériques présents au Sommet des Amériques 2001. Il s'appuie sur le succès et l'expérience de la stratégie «Un Canada branché» et des programmes canadiens en faveur du développement international et des technologies de l'information et des communications (TIC). Étant donné les programmes du Centre de recherches pour le développement international (CRDI) sur l'accès aux TIC, il a été résolu d'héberger le nouvel ICA au CRDI.

En la Cumbre de las Américas realizada en Québec, en abril de 2001, los líderes de la región reconocieron la importancia de promover las tecnologías de la información y la comunicación (TICs) para mejorar el desarrollo social y económico y se comprometieron a reducir la brecha digital. El ICA desempeña un rol sustancial y significativo en América Latina y el Caribe (ALC) reuniendo a actores de diferentes sectores sociales con el fin de implementar redes estratégicas y desarrollar iniciativas de tecnologías innovadoras. El ICA cumple de este modo y a través de varios proyectos claves un papel fundamental en el desarrollo de ALC, facilitando la coordinación y la cooperación entre los países de la región.
