These guidelines are intended to stimulate creative thinking in municipalities and parliaments, schools and universities, clubs and associations, work places, non governmental organisations, and the media in Member States of every region, toward the observance of the annual International Day for Tolerance on 16 November. At the initiative of UNESCO, 1995 was declared the United Nations Year for Tolerance, and it saw the launching of a world-wide campaign for tolerance and non-violence. Ces orientations ont pour but d'encourager la réflexion créatrice au sein des municipalités et des parlements, dans les écoles, les universités, les clubs et associations, sur les lieux de travail, dans les organisations non gouvernementales et dans les médias des États membres de toutes les régions, pour que soit célébrée, chaque année le 16 novembre, la Journée internationale pour la tolérance. L'année 1995 a été proclamée, à l'initiative de l'UNESCO, Année des Nations Unies pour la tolérance; elle a été marquée par le lancement d'une campagne mondiale pour la tolérance et la non-violence.
