Agencies and individuals working in community-based treatment programs for the socially stigmatized. Purposes are: to assist members to function more effectively through the exchange of information regarding management and treatment, with the goal of helping the socially handicapped achieve a satisfactory return to the community; to develop and implement a program of public information and education in the field of community-based treatment; to assist social institutions within communities to accept, along with socially handicapped individuals, the responsibility for coping with crime, substance abuse, mental health, delinquency; and related social problems.
