The International Observer Program (IOP) has maintained 100% coverage of foreign fisheries in the Canadian zone since 1987, thus allowing accurate determinations of both nominal catch and bycatch. IOP coverage of domestic longline vessels has been considerably less, probably on the order of 5%.
