Culture is everyone's right and belongs to us all. Our cultural heritage, from great works of the imagination to art and culture in their many shapes and forms, belongs to society as a whole. Everyone must have access to culture, to understand and share in it, so as to enrich and stimulate their own creativity. This principle inspired representatives of the culture and social economy community to found the Journées de la culture in 1996. It was a symbolic cross-Quebec initiative, with the goal of making culture more accessible to everyone and by building bridges between the public and the culture community.

Les Journées de la culture ont été instituées pour valoriser et renforcer les efforts de démocratisation de la culture au Québec. Elles visent à transmettre aux citoyens la nécessité, l'utilité et la valeur sociale des arts et de la culture en provoquant chaque année pendant trois jours la mise sur pied de milliers d'activités qui favorisent les rencontres entre les artistes, les artisans, les travailleurs culturels et leurs concitoyens. Les activités sont conçues pour mettre en valeur les œuvres et les lieux mais de façon plus marquée les processus de création, de recherche, de diffusion ou de formation professionnelle.
