The Commission notes that the project was the subject of a screening environmental assessment, carried out pursuant to the CEAA [Canadian Environmental Assessment Act] prior to the issuance of the Construction Licence in 2000. The screening environmental assessment addressed all life-cycle states of the CLSI [Canadian Light Source Incorporated] facility, including construction, commissioning, operation and decommissioning.
