In 1992-1993, a group of senior officials in Canadian federal departments created a collaborative forum called the Council on Administration. Their intent was to increase efficiency, improve service delivery, and cut costs by means of a series of initiatives called "Locally Shared Support Services" (LSSS). Because the member departments and agencies co-tenanted a large government office complex (Les Terrasses de la Chaudière (TLC)1, located in Hull, within the National Capital Region) the founders of the Council saw potential for achieving these goals through the power of collective action ... Since this innovative change process was launched in 1992, LSSS initiatives have led to the elimination of duplication; improved productivity and savings; sharing of innovative ideas, expertise and best practices; and development of models for use by other departments and agencies in the NRC and other regions ...
