Programme par lequel on cherche à rendre productive la main-d'œuvre disponible en lui assurant soit de continuer à toucher ses prestations d'assurance-chômage en tout ou en partie (selon le traitement rattaché à l'emploi), soit de n'être pas pénalisé au moment de la cessation du projet (abolition de la période d'attente si le prestataire était devenu un salarié), soit de toucher un traitement équivalent ou supérieur aux prestations d'assurance-chômage versées. Ces programmes, même s'ils procurent des emplois temporaires ou permanents aux chômeurs, doivent être distingués des «programmes de création d'emplois» proprement dits qui visent à encourager la création d'emplois permanents dans l'industrie.
