Beginning in 1993, l'École des hautes études commerciales in Montréal, via the Programme des centres d'excellence de la langue française, consulted with over 300 arts, cultural and communication enterprises and associations, and federal grant and contribution managers, on the importance of management/internal control and performance evaluation. Contrary to public perception, enterprises in the field of arts and culture consider management controls to be highly important and see them as contributing directly to the profitability of their business. The final project report recommended improvements to the management of federal grant and contribution programs, and to the structure, management systems, internal controls and performance evaluations of cultural enterprises. À compter de 1993, l'École des hautes études commerciales de Montréal et, plus particulièrement, les représentants de son programme des centres d'excellence de langue française, ont consulté plus de 300 entreprises et associations d'art, de culture et de communications, de même que des gestionnaires responsables des subventions et des contributions, sur l'importance des contrôles internes ou de gestion et sur l'évaluation du rendement. Contrairement à l'idée que s'en fait le public, les entreprises du domaine des arts et de la culture estiment que les contrôles de gestion sont très importants et contribuent directement à leur rentabilité commerciale. Les auteurs du rapport définitif recommandent qu'on apporte des améliorations aux programmes fédéraux de subventions et de contributions et à la structure, aux systèmes de gestion, aux contrôles internes et aux évaluations du rendement des entreprises culturelles.
