A system set up by Art. 22 of the Covenant of the League of Nations following World War I under which certain colonies and territories of the defeated powers "ceased to be under the sovereignty of the States which formerly governed them". These mandated territories were placed under the tutelage of mandatory States on behalf of, and making annual reports to the League.

The Mandate was created, in the interest of the inhabitants of the territory and of humanity in general, as an international institution with an international object - a sacred trust of civilization.

With the creation of the United Nations, the mandates were converted into Trust Territories under the administration of the Trusteeship Council of the United Nations.

L'année suivante [1947], l'Afrique du Sud a fait savoir à l'Organisation des Nations Unies que, en raison de l'attitude adoptée par l'Assemblée, elle avait décidé de ne pas incorporer le Sud-Ouest africain. Elle ajoutait qu'elle n'acceptait pas de placer le territoire sous le régime de tutelle, mais qu'elle se proposait de maintenir le statu quo et de continuer à administrer le territoire «dans l'esprit du Mandat actuel», et qu'elle s'engageait à soumettre des rapports sur son administration pour l'information des Nations Unies.
