[On a créé] les montants compensatoires monétaires (MCM) en 1969, dans le but d'éviter que les échanges commerciaux soient faussés. Un pays dont la monnaie s'apprécie bénéficie de MCM positifs, ce qui lui permet d'étaler dans le temps la baisse de ses prix agricoles tout en évitant d'être submergé par les importations. Ces MCM tiennent, en fait, lieu de prélèvements à l'importation et de subventions à l'exportation.
