Since the Chaillot Summit in 1991, the foreign or francophone affairs ministers of member states and governments have met at the annual Ministerial Conference of la Francophonie. Participants plan the next summit, ensure that the decisions made during the previous summit are carried out, and launch resulting initiatives. The ministers are also responsible for recommending new members and observers to the summit and for deciding the nature of their rights and obligations. On the secretary general's recommendation, the conference also appoints the chief executive of the AIF.

Depuis le Sommet de Chaillot, en 1991, la Conférence ministérielle de la Francophonie réunit annuellement les ministres des affaires étrangères ou de la Francophonie des États et des gouvernements membres. Elle a pour tâche de préparer le Sommet, de veiller à l'exécution des décisions qui y sont prises et de mener à terme toutes les initiatives qui en découlent. Il appartient à la Conférence de recommander au Sommet de nouveaux membres et observateurs et de préciser la nature de leurs droits et obligations. C'est la Conférence ministérielle qui nomme l'administrateur général de l'Agence intergouvernementale de la Francophonie, sur proposition du secrétaire général.
