Après la Seconde Guerre mondiale, l'objectif immédiat du développement consistait à engendrer la «croissance» (telle que définie par un accroissement du PNB) dans les pays en développement. Pendant les années 1950 et 1960, l'objectif consistait à transformer les sociétés dites «traditionnelles» en économies industrielles (théorie de la modernisation). Ces objectifs se fondaient sur la théorie voulant que l'humanité doive franchir des étapes afin de devenir «développée».
