Serves as clearinghouse primarily on decarceration and aids in developing and promoting strategies and actions to reduce the number of people involuntarily institutionalized. Goals include: finding alternatives to mental hospitals; developing, promoting, and supervising enduring alternatives to prison programs; eliminating unnecessary lockup in massive, impersonal prisons, and juvenile training schools.
