In 1995, the Department of Fisheries and Oceans ensured the implementation of the Native Fisheries Strategy (NFS) as well as drawing up and applying of an interim northern Quebec beluga management plan, in conjunction with the 14 Northern Village Corporations. Fishing agreements were signed with these corporations, allowing them to hire 14 community officers to monitor beluga hunting.

Au cours de l'année 1995, le ministère des Pêches et des Océans (MPO) a assuré la mise en œuvre de la Stratégie relative aux pêches autochtones (SRAPA) ainsi que l'élaboration et l'application d'un plan intérimaire de gestion du béluga du Nord québécois et ce, conjointement avec les 14 corporations de villages nordiques. Des ententes de pêche ont été signées avec ces dernières, ce qui leur a permis d'embaucher 14 agents communautaires pour faire le suivi de cette chasse.
