The Canadian Environmental Protection Act ... was proclaimed on June 30, 1988. Subsection 25(2) of the Act requires the Minister of Environment to "compile a list, to be known as the Non-domestic Substances List", and the list shall specify substances other than the substances referred to in" the Domestic Substances List (DSL). ... The Non-domestic Substances List (NDSL) specifies substances ... that are in world commerce but not in Canada.

The NDSL is based on the United States Environmental Protection Agency's (EPA) 1985 inventory of commercial substances compiled for the Toxic Substances Control Act (TSCA).
