The Noordwijk Ministerial Conference was a critical milestone on the road to international emission targets for carbon dioxide. Held in November 1989 in Noordwijk, The Netherlands, the Conference was attended by representatives of 67 countries, 11 international organizations, and the Commission of the European Community (EC). The conclusions of the resulting Noordwijk Declaration on Atmospheric Pollution and Climate Change have often been referred to in subsequent climate debates.

En 1989, les représentants des 67 pays participant à la Conférence ministérielle de Noordwijk (Pays-Bas) ont examiné le rôle des forêts mondiales en tant que réceptacles de carbone. Ils se sont mis d'accord pour recommander au groupe intergouvernemental chargé d'étudier le changement du climat l'adoption d'un objectif mondial visant à accroître, d'ici à la fin du siècle prochain, la superficie des forêts de 12 millions d'ha/an net.
