A North American Wetlands Conservation Council was established to review the merits of wetlands conservation proposals submitted for funding under the Act. The Council consists of nine members: the Director of the U.S. Fish and Wildlife Service (Service), the Executive Secretary of the National Fish and Wildlife Foundation (Foundation), four directors of state fish and wildlife agencies (one from each migratory bird flyaway), and three individuals each representing a different non-profit organization actively carrying out wetlands conservation projects under the Act, the North American Waterfowl Management Plan, or the Canadian-Mexican-United States Tripartite Agreement.
