Component of the Strategic Initiatives, the Nova Scotia COMPASS Program offered financial allowances, wage subsidies or assistance to start a small business to enhance the employability of individuals receiving social assistance, especially the increasing number of youth and single parents. Human Resources Development Canada and the government of Nova Scotia were responsible of this joint program.

Ce programme, composante des Initiatives stratégiques, a offert des subventions salariales aux employeurs afin de permettre à des étudiants du postsecondaire de faire des stages visant à faciliter leur intégration au marché du travail et à aider les employeurs à mieux saisir la relation directe entre leur investissement en matière de ressources humaines et d'éducation permanente et le succès de leur entreprise. Développement des ressources humaines Canada et le gouvernement de la Nouvelle-Écosse étaient responsables de ce programme conjoint.
