The share of each offshore quota available to the Independent Offshore Group of trawler owners (IOG) either as an allocation for competitive fishing, or for subdivision into enterprise allocations, will be determined with reference jointly to past fishing performance and to ensuring an equitable share of those offshore quotas that are projected to increase substantially.

On établira la part de chaque quota hauturier offert au Groupe des hauturiers indépendants (GHI), propriétaires de chalutiers, que ce soit sous forme d'une allocation pour la pêche concurrentielle ou d'un quota à subdiviser sous forme d'allocations aux entreprises, en fonction du rendement de pêche antérieur tout en s'assurant que ces sociétés obtiennent une part équitable des quotas hauturiers devant augmenter sensiblement. Afin de présenter les allocations d'entreprises à ce groupe, une allocation accrue du contingent hauturier de certains stocks sera introduite pour faciliter la transition.
