There is an important difference between offshore balancing and neutrality, which is a keystone of isolationism. Offshore balancing directly violates neutrality, because in the isolationist theory of US [United States] foreign policy, there is no need to stray from neutrality so long as the US can defend the hemisphere from Eurasian encroachment.

Alors que la décennie 2001-2011 fut dominée par la contre-insurrection, la période qui s’ouvre devrait être celle de l’équilibrage à distance (offshore balancing). Cette stratégie s’articule autour de 4 principes fondamentaux : la redéfinition des priorités stratégiques dans un contexte de contraintes financières croissantes; la primauté accordée aux forces aériennes et navales dans lesquelles les États-Unis disposent d’un avantage conséquent sur leurs compétiteurs; le transfert de responsabilité en matière de sécurité aux alliés; et la limitation de la présence militaire terrestre américaine afin de limiter les risques de réactions locales violentes.
