Si une pluie abondante ou une fonte des neiges entraîne un dépassement de la capacité des canalisations souterraines ou si un épisode pluvieux produit plus de pluie que la capacité des voies d'écoulement des eaux de ruissellement, il peut se produire une inondation par ruissellement. Lors d'une telle inondation, l'eau ruisselle dans des zones qu'elle n'atteint habituellement pas, notamment les quartiers résidentiels et les terrains privés.
