A Letter of Intent to launch the Partnership for Electoral and Democratic Development (PEDD) was signed during the Global Electoral Organization (GEO) Network Conference, hosted by Elections Canada, held in Ottawa, in April 1999. The rationale for this partnership is to take advantage of the respective strengths of each partner, which combine into an uniquely effective pool of resources to address the emerging challenges of elections and democratic governance. Signatories to the partnership are: the International Foundation for Election Systems (IFES), the International Institute for Democracy and Electoral Assistance (IDEA), the United Nations Electoral Assistance Division (UN-EAD), the Federal Electoral Institute (IFE) and Elections Canada.

Une lettre d'intention établissant le Partenariat pour le développement démocratique et électoral (PDDE) a été signée pendant la Conférence du Réseau mondial des organismes électoraux, qui a été organisée par Élections Canada, en avril 1999 à Ottawa. Ce partenariat met à profit les forces respectives des divers partenaires, qui se combinent pour offrir un bassin de ressources d'une efficacité unique afin de relever les nouveaux défis en matière d'élections et d'orientation démocratique.
